 　論文や本の始めの章や節で，説明を始めたり，最後の章で，終えたりする言い回しを列挙します．ここに挙げた以外にも多くありますが．

　This chapter starts by the description of the underlying concept in software engineering.は，共に，「本章は，ソフトウェア工学の基本概念の記述から(記述で）始まる．」という意味で，withを「〜と共に」とか.byを「〜によって」とは訳しません．
